Angela helped untangle municipal funding for the major arts organizations in Waterloo Region, with its multiple layers of government. She united arts leaders, municipal staff and local politicians in a determination to find a better solution. Her analysis of funding across the Region is still used routinely by the arts institutions and municipalities to argue for better support. The result of her recommendations, implemented in their entirety, is joined-up thinking across the Region, considerably reduced workload for arts organizations and vastly improved accountability for municipal spending. The new system has become a touchstone for arts funding in the Region.
